If you want to build without managing characters, start with Tiny Glade or Townscaper. Choose The Sims 4 when you want to plan rooms and add furniture. The difference is what you can place, not just how the games look.
The descriptions below cover the basic building tools shown by each developer.
The quick choice
- Tiny Glade: make a cottage, castle or path in a small outdoor scene. There are no goals, combat or people to manage.
- Townscaper: place colored housing blocks and watch them form a town above the water. There is no goal.
- The Sims 4: plan a house room by room, then choose furniture and other details. It also has characters and Live Mode.
Pick by what you want to build
Tiny Glade: one outdoor place
Tiny Glade is for making a small outdoor scene. Its tools let you shape buildings, paths and walls without a fixed grid. The game adds details as you change the shape. For example, drawing a path through a building creates a door. The developer says there is no management, combat, goal or failure state.

Try making one cottage and a short path first. Change the roof or wall, then see what the building tool adds. Choose this if you care most about the shape of a building and do not need to furnish its rooms.
Townscaper: a town made from blocks
Townscaper starts with a color palette and housing blocks. Put blocks on its irregular grid. The game turns different arrangements into houses, arches, stairs, bridges and other town details. The developer calls it a building toy with no goal.

Start with a few blocks at water level. Add another block above them to see how the buildings change. This is the direct choice if you want to make a whole town with a small set of actions. If you want to arrange furniture inside one home, its block tool will not answer that need.
The Sims 4: rooms for characters
The Sims 4 has a separate Build Mode for planning a home. You can change the layout, add furniture, and design outdoor parts such as a garden or pool. Create a Sim and Live Mode are separate parts of the game for making characters and playing their lives.

Begin with one room: place the walls, a door and a few pieces of furniture. Add more rooms only if you enjoy that level of detail. Pick The Sims 4 if you want to design a home for characters, even if your first session is mostly about building.
What matters most to you?
- No goals and no household tasks: Tiny Glade or Townscaper. Choose Tiny Glade for a cottage or castle; choose Townscaper for groups of houses.
- No grid for shaping buildings: Tiny Glade. Townscaper uses an irregular grid of blocks.
- Rooms, furniture and character stories: The Sims 4. Its building tools are part of a larger life-simulation game.
