The campaign combines directed missions with free exploration across Los Santos, Blaine County, highways, deserts, mountains, coastlines, and the ocean. Players drive, shoot, fight, fly, scuba dive, buy weapons and property, complete side activities, and use each protagonist's special ability in combat or driving. Heists form the main structural set pieces: players prepare jobs, choose approaches and crew members, then make decisions that affect execution and payout. The stock market and Lester's assassination missions also connect story progression to money-making choices.
