The easiest way to stop getting confused by Cyberpunk 2077 advice is to split the conversation in two. Update 2.0 is the giant free overhaul that reworked core systems like perks, police behavior, vehicle combat, and netrunning on PC and current-gen consoles. Phantom Liberty is the paid expansion that adds Dogtown, Solomon Reed's espionage story, and the Relic side of build planning.
That sounds obvious once it is laid out, but a lot of player advice still blurs the two together. People talk about 2.0 as if it were only a Phantom Liberty thing, or they talk about Phantom Liberty as if it were only a story add-on. Officially, CD Projekt Red split them. Base-game players got the huge systems rewrite. Expansion owners got the new district, story line, Relic tree support, and Dogtown pressure cooker on top of that.
If you are reading an old build guide, police guide, or gear guide from before September 2023, there is a good chance the mechanical advice is outdated even if the vibes are still right. Cyberpunk's current form is a 2.x game first, not a 1.x game with extra polish glued onto it.
