Each year alternates between Strategy and Admin phases. Strategy decisions spend Commerce, Industry and Culture Points to acquire Character Cards, Facilities and territory. Admin decisions place cards, combine their Rank and Type with Facilities, and use up to three equipped zirpowers to generate stronger results.
