Cities: Skylines lets you build a city from the ground up. You begin with a road connection to the outside world, then decide where homes, shops and industry can grow. The city does not fill in simply because you drew a shape: buildings need road access, and residents need basic services such as power and water. As more people move in, you can expand streets, add public transport and check what the city is missing. This is a city-management game, not a driving game in which you control one vehicle.

The main challenge is watching how choices affect one another. A busy road can slow the trip between homes and jobs; a service placed far from the people who need it may not help enough. You can use information views to inspect traffic, resources and other parts of the city instead of guessing from a distant skyline. The gallery below shows different scales: a small neighbourhood, a road network from above, a transit stop and a greener low-rise district. Together they show why planning streets and neighbourhoods matters before you have a huge skyline.

Colossal Order developed Cities: Skylines, and Paradox Interactive published it for Windows, Mac and Linux on March 10, 2015. Console versions and many expansions arrived later. This page describes the original city-builder, not Cities: Skylines II. Expansions add systems and assets that may not appear in a new base-game save, so check which version and add-ons a tutorial uses before following its exact menu instructions.
