Hakuoki: Kyoto Winds begins with Chizuru arriving in Kyoto to look for her missing father. She meets the Shinsengumi, a group of swordsmen caught up in the unrest of the late Edo period, and becomes involved in their lives. The story mixes a historical setting with supernatural secrets, so it should not be treated as a straightforward account of real events.

This is a romance visual novel: you spend most of your time reading dialogue and choosing how Chizuru responds. Those choices lead toward different character stories and endings. There are twelve romance characters in this version, giving you several ways to follow the same larger conflict through a different relationship. Getting to know the group is part of the appeal, especially if you like a story where friendships and loyalty matter alongside romance.

Kyoto Winds is the first half of a story that continues in Hakuoki: Edo Blossoms. Start here if you want to follow that pair in order, then move to Edo Blossoms for the continuation of the character path you chose. The setting includes sword fights, blood and political danger; warm conversations and attractive character art are only part of what happens.
